66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL RFQ 70265 DUE 060497 POC Nancy J Hill, Contract Specialist, (202) 324-2205 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #70465, the provisions and clauses incorporated are those in effect through Federal Acquisition Circular #90-46. This solicitation is under the Simplified Acquisition Procedures (SAP) and is unrestricted. The Standard Industrial Classification Code is 3826. This will be a Firm-Fixed price contract. The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Nicolet Instrument Corporation for the following: (1) XT-KBr beamsplitter, (2) high intensity air cooled mid IR ever glo sources, (2) single detector optics, (2) sealed and desiccated optical benches, (2) desiccated window kits, (2) purge systems including purge regulators, (2) magna-ir 560 English language kits, (1) magna-ir right interfact, (1) magna-ir left interfact, (2) trinocular viewers, (2) 15x reflachromat objective, (2) 15x reflachromat condensers, (3) Si slide on ATR Crystals, (2) video camera packages with MTV adapter, (2) video image capture systems, (2) advanced workstations w/ window 95, (2) 17" SVGA Monitors, (2) HP Deskjet color printers, (2) advanced OMNIC software packages, (2) system validation packages, (3) Gemini combination kits, (1) Universal probe fiber optic kit, (3) sample compartment baseplates, (2) micro compression cells, (12) Kbr Window individuals, (12) BaF2 Window individuals, (1) Omni coupler, and (1) Gemini Combination kit. All of the above parts are accessories that go with the Magna-IR FT-IR Spectrometer which is being purchased from Nicolet Instrument Corporation using General Services Administration Contract number GS-24F-1111B. The purchase is being done on a sole source basis to maintain compatibility with existing laboratory equipment and software. This system shall be installed in the FBI Laboratory located in Quantico, VA. FOB destination pricing is requested. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not for competitive proposals. However, all proposals received before the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following FAR clauses are incorporated by reference and apply to this acquisition: FAR 52.212-4 Contract Terms and Conditions-Commercial Items (Aug 1996) and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Aug 1996).
