The Government intends to negotiate on a sole source basis with Energy & Emissions Consulting, Inc. (EECI) for the required study. EECI is uniquely qualified for the proposed work as it is intimately familiar with testing emissions from wood stoves in Crested Butte, CO since 1988 and has developed sampling techniques for in-home testing of wood stoves. The same technique is required for the new work. Any offeror that feels it can meet these requirements of the Government should submit its qualifications in writing. Qualifications may be faxed to D.
