(202) 205-5414 This is a notice of intent to negotiate an
Architect-Engineer (A-E) contract for services as noted herein on a
sole source basis. Concerns having the ability to perform the required
work noted below are requested to give written notification within 30
days from the date of this synopsis. The U.S. Information Agency
intends to negotiate on a sole source basis with M.C. Harry Associates,
2780 S.W. Douglas Road, Suite 302, Miami, FL 33133. The proposed
contract will be issued under the authority of 41 U.S.C. 253 (c) (1) as
implemented by FAR 6.302-1, Only one responsible source and no other
supplies or services will satisfy the Agency requirement. Under the
proposed contract M.C. Harry Associates will provide video engineering,
architectural and design services, layout, special wiring for audio,
data, RF, telephone and documentation for TV studio and associated
components. They will also be required to provide A-E services for
coordination of the layout and documentation of radio booth area. These
serv ices are required by the International Bureau of Broadcasting
(IBB), Office of Cuba Broadcasting (OCB) for its Magnivision II
Project, which covers the relocation of OCB headquarters from
Washington, DC to Miami, Fl, as mandated by Congress. To facilitate the
move, the General Services Administration (GSA) has signed a lease for
OCB to occupy office and technical space in the Magnivision building
in Miami, Fl. The facility will satisfy OCB requirements; however, the
owner must make internal modifications t o the building to fully
accomodate OCB requirements. The owner of the facility utilizes M.C.
Harry Associates to oversee all facilities design within the
Magnivision building. M.C. Harry Associates has produced all of the
facility construction drawings for the Magnivision Building. M.C. Harry
Associates is fully knowledgeable of the technical requirements for
both TV and Radio Marti operations in the Magnivision Building. M.C.
Harry Associates is presently required to integrate the technical and
facility requirements into the construction drawings for the building
owner. M.C. Harry Associates is also responsible for producing a
consolidated design package. Based on these efforts, M.C. Harry
Associates has gained unique knowledge of OCB requirements which will
enable them to fully integrate the design and engineering requirements
into the facilities design. Because the facility design and the
technical requirements overlap, M.C. Harry Associates's experience will
allow a smooth transition and timely compl etion as it would be very
difficult for another contractor to independently produce drawings that
must be integrated and combined into one construction contract.
Further, the Magnivision Building must be completed and ready for
occupancy by the end of 1997. The contract term will be for 1-year from
date of award with a 1-year option. Offerors responding to this
solicitation should submit to the contracting office an applicable
Standard Form 254/255 that identifies their capabilities to perform the
requir ement asspecified herein. A determination by the Government not
to compete this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Information
received will normally be considered solely for the purpose of
determining whether to conduct a competitive procurement. Facsimile
