Communications, Information and Switching Systems Branch (CISSB)
intends to release a Draft Performance Work Statement (DPWS) on May 23,
1997. Industry is encouraged to provide comments on the DPWS. We are
considering offering this as a "Commercial Item Acquisition." Industry
comments on the feasibility of a "Commercial Item Acquisition" are
requested. All comments, and questions should be submitted by June 6,
1997 via the CECOM Electronice Bulletin Board Systems (EBBS) electronic
mail system to user id "97R0021." This requirement is for a
non-personal service task-order contract to provide technical and
maintenance support for office automation systems and Local Area
Networks. Requirements under this contract are either recurring or
non-recurring. The Information Management Division, Headquarters
Commandant, US Army Signal Command (USASC) provides or arranges for
office automation systems administration, hardware and software
operation and maintenance, LAN management, programming, and training
support to the US Army Signal Command the Army Network Systems
Operations Center, a subordinate activity of USASC with a unique
mission, and elements of the US Army Communications Electronics Command
(USACECOM) located on Fort Huachuca, Arizona. USACECOM elements located
on Fort Huachuca include the US Army Information Systems Engineering
Command the CECOM Acquisition Center, the Intelligence Electronic
Warfare Technology Assessment Center . Period of performance will
consist of a base period plus four one-year option periods commencing
on or about January 1, 1998 (Phase-in required). A secret facility
clearance is required; access to classified information up to and
including Secret will be required. A Pre-solicitation Conference at
Fort Huachuca, Arizona is forecasted for June. This acquisition is
being conducted on the CISSB EBBS. All communications between industry
and CISSB will be conducted via the EBBS; HARD COPIES OF DOCUMENTS
WILL NOT BE PROVIDED. The CISSB EBBS can be accessed by dialing, using
any communications program, ANSI VT100 or RIPGRAPHIC, (520) 533-0132.
Modems should be a minimum of 28800 bps. The EBBS can also be accessed
at TELNET 138.27.160.249. The CISSB Web page at http://138.27.160.249,
"You can visit our BBS at Fort Huachuca," provides instructions on the
use of the EBBS and software for downloading which is designed
specifically for use in accessing the EBBS. If you have not previously
logged into our EBBS, create a user id and password (to be used each
time you log in). The first time you log in, you will have thirty
minutes of limited access but will not be able to download files. To
download files from the EBBS, you must use File Transfer Protocol (FTP)
to 138.27.160.249. Files pertaining to this procurement are in file
library "97R0021." The DSOW is in file name "DPWS.exe." Reference the
EBBS Announcements for important notices and updates. A vendor is
automatically added to the Bidders Mailing List (BML) upon downloading
the DPWS and will remain an interested party unless this office is
notified otherwise. Please ensure all log-in information (i.e., company
name, mailing address, point of contact, and phone number) is complete
and accurate. Additionally, request identification of business size
