K -- UPGRADE OF GOVERNMENT OWNED HUEY AIRCRAFT SOL S-OPRAQ-R-0097 DUE 072397 POC Patrick Murphy -- Contracting Officer -- Fax -- 407-799-3807 The Department of State, Bureau for International Narcotics and Law Enforcement Affairs, is soliciting vendors who are interested in upgrading three (3) Department of State owned UH-1H helicopters to have enhanced performance characteristics. The Department intends to: 1) Require the Contractor to perform the upgrade on a basic contract quantity of three (3) UH-1H airframes and an optional contract quantity of up to three (3) more UH-1H airframes; 2) obtain a Federal Aviation Administration (FAA) Supplemental Type Certificate (STC) or the equivalent of the original equipment manufacture qualification standard for modified aircraft; 3) obtain the rights in technical data from the contractor; 4) obtain production level drawings; 5) obtain production process training and training manuals; 6) obtain maintenance procedures training and training manuals; 7) obtain operational and maintenance procedure manuals, and 8) obtain any special tooling and/or test equipment. The Department of State intends to make available fully-mission-capable UH-1H aircraft, modified engins and several other key aircraft components needed for the UH-1H upgrade as Government Furnished Property. It is expected that this solicitation will be issued on or about June 23, 1997.
