Rabanal, on a sole source basis, for non-personal services to perform chemist/program manager tasks. The objective of this requirement is to obtain needed technical expertise of a program manager in the area of chemistry/environmental crimes program. The contractor must have background qualification and experience in both analytical chemistry as well as environmental science. Place of performance within the FBI's Laboratory Division, Quantico, VA., or sites (to be determined) throughout the contiguous United States where consultation is being provided. Travel expenses will be reimbursed in accordance with Federal Travel Guidelines. The contract period is one year from the date of award with an estimated number of 1,792 work hours for this requirement. This will be a firm-fixed price contract. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP) for ther than maximum competition. This is a small business-small purchase set-aside. The Standard Industrial Classification (SIC) 8999, and the size standard is based on gross receipts of $5 million dollars. A secret level security clearance is required. Based on a market research conducted, it has been determined that this is the only source to meet the FBI's requirement. Interested persons able to meet the requirement are invited to identify their interest and capability by submitting a proposal to include technical qualifications and experiences/pricing and any other information which shows a bonafide ability to meet this requirement within 15 calendar days of this publication. If no affirmative responses are received within this time to determine that a qualified source more advantageous to the Government is available, an order will be placed with the above-named vendor.
