E-MAIL: Contracting Officer, susan.messina@uspto.gov. This is a preliminary presolicitation notice of the U.S. Patent and Trademark Office's (PTO's) plans to acquire Patent Data Capture services. These services include, but are not limited to, the following: (1) conversion of allowed patent files from paper into digital format for the publication of the Official Gazette each Tuesday (issue day) for PTO and its customers; and (2)conversion of allowed patent files from paper into digital format for the dissemination of various patent paper copies, and ASCII text, PostScript and image files to PTO and its customers. The PTO is currently exploring additional requirements. This acquisition will be conducted using a new streamlined acquisition process described in a document entitled "Department of Commerce Acquisition Process Case for Change" which may be found on the internet at http://www.conops.doc.gov. The intent of this new process is to provide an improved acquisition environment which will benefit both the vendor community and the Government. More details regarding this procurement including information on the publication of the Project Agreement will be provided in the CBD in the near future. This is a preliminary presolicitation notice; therefore, responses to this notice are not required at this time. In accordance with FAR 14.205-1(a), electronic commerce methods will be used to transmit the Project Agreement; therefore, a solicitation mailing list will not be established.
