combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. The announcement
constitutes the only solicitation; bids are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular (FAC) 90-46. This solicitation is being
issued as a Request for Quotation (RFQ) #70170. This solicitation is
under the Simplified Acquisition Procedures (SAP) for other than
maximum competition. This is a small business-small purchase set-aside.
The Standard Industrial Classification (SIC) is 8748, and the size
standard is based on gross receipts of $5 million dollars. Travel
expenses will be reimbursed in accordance with the Federal Travel
Guidelines. This will be a Firm-Fixed Price Contract. The Government
intends to solicit and negotitate on a sole source basis with Winston
C. Norman. The objective of this contract is to provide specialize
training to investigators in Indian Country, and to develop and
implement a training curriculum that would incorporate the needs of
tribal police officers and improve the uniformity, timeliness, and
thoroughness of law enforcement efforts with instruction and
investigative techniques that will meet FBI standards, and will legally
satisfy the United States Attorney's Offices. Based on a market
research conducted, it has been determined that this is the only source
to meet the FBI's requirement. Interested persons may identify their
interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request for competitive bids.
However, all bids received within fifthteen (15) calendar days after
date of publication of this synopsis will be considered by the
Government. A determination by the Government not to compete this
proposed contract based upon responses to this notice is solely within
the discretion of the Government. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. The prospective offer must meet the
following minimum requirement: must ensure that the regional and
cultural training requirements of a specific target group are
addressed, must be knowledgeable of United States Attorney requirements
for presentment of a case, must be versed in FBI policy and procedures,
must be available to devote adequate time to the program, and will have
the flexibility to meet specific dates as required by the Office of
Indian Country Investigations (OICI), must be extremely adversed in
homicide matters as a field of study, in both work experience and
educational background, not only by given seminars, but have had "real
life" experience, and must have developed a proven training program
that has been provided to police nationwide over the years. The tasks
to be performed are follows: Will assist the Criminal Investigative
Division (CID) in the development of training protocols for all law
enforcement in Indian country. This will include the production of week
long seminars in homicide investigations, sex crimes, child sexual
abuse, court testimony, crime scene and major case management, forensic
aspects of death, and related topics. Provide off-site training
throughout the country (sites to be determined), in all the
contractor's arears of expertise. Arrange for expert speakers to
augment the proposed training. Develop extensive liaison with all
Indian country law enforcement in order to ensure that training is both
relevant and necessary. Information developed as a result of this
contract is for the exclusive use of the FBI. All reports, work papers,
curriculums, teaching materials, internal memorandum, or other
documents produced become the property of the FBI. The term of the
contract is for a period of one (1) year. Destination point:

EST, June 6, 1997, and be clearly marked with RFQ #70170. The Point of

considered late. Each offeror shall include a completed copy of the FAR
provisions at 52.212.3 Offeror Representation and Certifications --
Commercial Item (June 1996); Clause FAR 52.212.4 Contract Terms and
Conditions -- Commercial Item (August 1996) is incorporated by
reference and applies to this acquisition. Technical acceptability will
be determined solely on the content and merit of the information
submitted by the offeror in response to this notice. Fax proposals will

show that the offeror can meet the minimum requirement of the
