Information (RFI) for services in support of the Tactical Air Services
(TAS) Program from interested commercial sources capable of providing
support to the US Navy, DOD and government training programs in the
Continental US, Hawaii and Far East Operations. These services are
normally conducted in designated warning areas around Norfolk, VA,
Jacksonville, FL, Puerto Rico, San Diego, CA, Whidbey Island, WA,
Honolulu, HI, (MIDPAC) and Japan (WESTPAC) if required. The broad
objective of the anticipated program is to provide basic, intermediate
and advance training to fleet units to achieve and maintain combat
readiness by practice or drill, to provide testing to evaluate or
develop equipment and tactical procedures or concepts, and to measure
the degree of readiness achieved in specific operations. Specifically,
if sufficient information is received, warranting an official RFP, the
contractor will be asked to provide aircraft capable of maintaining
speeds between .9M to 1.5M and target recovery type aircraft, ie.
helicopters as required, all personnel, including pilots, special
mission equipment operators, GFE equipment installers/ GFE maintenance
personnel, and all fuel and material. Flight services to be provided
by the contractor include Air Intercept Control (AIC), Target
Tow/Launch/Recovery, and utility missions. Electronic Warfare (EW)
missions to be provided shall include external EW and test beds, and
will consist of the contractor emitting a signal to simulate a
transmission of a threat radar or emitting a signal-to-jam radar,
communications and other electronic systems, simulating a threat force
approaching from various directions, speeds and altitudes; and will
include uploading and downloading of pods, installation of all internal
controls and providing operators. Physical Specifications of subject

Aircraft modifications, including the procurement, installation, and
maintenance of various special equipment will be a requirement of the
contract. The contractor shall be certified under Federal Aviation
Administration (FAA) while offering these services and all Supplemental
Type Certificates (STCs) shall be acquired by the contractor. A Top
Secret facilities clearance is required to perform services. Contractor
personnel shall have secret security clearance and provide Operations
Security (OPSEC) protection for classified information. This is not a
Request For Proposal (RFP). Any procurement will be separately
synopsized in the CBD. Request interested parties respond by providing
as a minimum, Type/Model/Series of aircraft available, specifications,
design/proven capabilities and approximate fight hour cost information
