Center will solicit proposals through a Cooperative Agreement Notice
(CAN) to develop advanced technologies for human health care, life
sciences research, life support and human factors to support long
duration space missions. Proposals will be solicited for the design and
development of instrumentation in the following categories: 7 Medical
Care Systems 7 Hypogravity Deconditioning Countermeasures 7 Radiation
Monitoring, Shielding, and Countermeasures 7 Biological & Physiological
Sensor System 7 Flight "Test and Analysis" Equipment 7 Life Support
Systems, Environmental Monitoring and Control 7 Biological Sample
Processing and Storage Systems 7 Teleoperated and Autonomous Medical
Systems 7 Communications, Information Processing and Display Systems 7
Human Factors and Habitat Equipment The Human Health & Performance
Technology (HH&PT) CAN is designed to identify and define innovative
technology concepts, and develop these concepts into prototype systems
and demonstrations. Its goal is to provide a method for developing and
incorporating new technologies into International Space Station
facilities and exploration system designs. Although the eventual
application of technologies resulting from this CAN is intended for
long duration Earth-orbit and exploration-class missions, the
solicitation will request proposals for products that can be validated
at ground facilities, zero-g aircraft, drop towers, space Shuttle
flights, the International Space Station (ISS), solar system and
planetary probes. Initial awards will cover one year of technology
development, and will provide clearly defined products in that period.
Proposals for two year projects will define development activities and
deliverables for both years in the initial proposal. Participation is
open to both commercial and non-commercial organizations. Commercial
organizations include both large and small businesses. Non-commercial
organizations include 7 Academia, not-for-profit, and non-profit
organizations 7 Government agencies including NASA Since it is the
Government s intent to promote the commercialization of space, all
proposals from commercial organizations will require cost sharing.
Commercial proposers are required to contribute at least 50% of the
total resources required to accomplish the project defined in the
Cooperative Agreement. Proposal evaluation will include determination
of the technical value of each proposal in terms of relevance to
current NASA programmatic needs, feasibility of implementing the
technology; including need for the technology, cost, cost sharing,
innovation, payload size and weight, modularity, level of automation,
and safety, all within the framework of available funding. The
anticipated release date of CAN 9-BH23-40-7-01P is on or about July 6,
1997 with an anticipated proposal due date of on or about August 7,
1997. Any responsible source may submit a proposal, all proposals
submitted by responsible sources shall be considered. An ombudsman has

any documents related to this procurement will be available over the
Internet. These documents will be in ASCII or RTF format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

shall notify this office of their intent to submit an offer. It is the
