496-8080 The National Institutes of Health, plans to enter into a fixed
price contract for Architectural/Engineering services for a term type
contract for the renovation of Building 6, 6A and 7. The
Architectural/Engineering services include but are not limited to
development of a predesign report, development of final design scheme,
perform hazardous material surveys, preparation of plans and
specifications suitable for bidding, preparation of detailed cost
estimates and Post Design services. Independent firms, as well as joint
ventures and firm/consultant arrangements, will be considered and
evaluated based upon demonstrated ability to provide a quality design
effort and the capacity to follow through all phases of the project.
Only firms able to respond to:1) respond to hazardous materials
abatement projects, 2) design research facilities where chemical,
biological and radiation hazardous materials are used, 3) design for
historical preservation, 4) design biosafety level 2 and 3 facilities,
5) design for phased construction, 6) design for noise and vibration
sensitive equipment, 7) coordinate the utility layout for a modern lab
building in the shell of an older building, and able to have a
qualified representative of the firm at NIH within four hours of NIH
request will be considered. These requirements shall be addressed in
item 10 of the SF 255. Selection criteria shall be in a two part
format: (A) The SF 254 and 255 Evaluation, and (B) The presentation by
the firms short-listed from the 254 and 255 evaluation. The evaluation
factors in order of priority are: (A) SF 254 and 255 Selection
Criteria: 1. Professional qualifications and experience of the proposed
project manager and team in biomedical laboratories and related spaces.
2. Past performance and contracts with government agencies and private
industry demonstrating experience in biomedical laboratories and
related spaces. 3. Location in the general geographical area of the
project and knowledge of the locality of the project. 4. Capacity to
accomplish the work in the required time. (B) Presentation Selection
Criteria: 1. Evaluation of three (3) completed or in-design projects of
biomedical laboratories and related spaces which best illustrate the
proposed design teams capabilities. 2. Experience of key personnel as
related to biomedical labs and related spaces. 3. Experience of key
personnel in planning construction phasing and performing post design
services. 4. Capacity of firm to accomplish task with current workload.
The contract shall provide for a six (6) year and three (3 ) month
term. This procurement will be conducted in accordance with Part 36.6
of the FAR. Interested firms shall submit a SF254 for all members of
the proposed team (prime and subcontractors) and a composite SF255 for
the proposed team. If a Joint Venture, identify the design office that
will administer the project, and its experience. Preparation of special
brochures is not required. Firms responding to this announcement within
30 days from publication date will be considered. Firms must submit
forms to Acquisition Branch C by 3:00p.m. EDT on the closing date.
Should the due date fall on a weekend or holiday, Standard Forms 254
and 255 will be due the first workday thereafter. This is not a Request
for proposal. This procurement is Full and Open for SIC Code 8712 with
a size standard of 2.5 million in annual receipts. When calling be
