synopsis/solicitation prepared in accordance with Federal Acquisition
Regulation Subpart 12.6 for commercial items as supplemented with
additional information included in the notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Proposal (RFP) using solicitation number
F0561197R0012. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-46. The proposed contract is a revenue generating contract with an
Honorarium to Coach Deberry and Fee to Air Force Academy Athletics

__ ____ Description: Provide technical personnel, equipment, tools,
materials, supervision necessary to air on television the coach's show
for the Air Force Academy Athletic Association. The contractor shall
technically produce, privately promote, and program commercially a
coach's television show to be aired as a minimum, once weekly beginning
one week prior to football season through the completion of football
season. The contractor is responsible to provide production of
highlight tapes for football, men's & women's basketball, hockey and
volleyball. Contractor shall comply with all television regulations,
obtain and maintain at its own expense all necessary licenses and
permits and shall assume the responsibility for and pay all applicable
fees and all other taxes incurred in conducting the operations
encompassed herein. The following provisions and clauses apply:

offerors shall be evaluated in accordance with the following criteria:
(1) Technical; (2)Past Performance, (3) Price and other price related
factors. Technical capability is approximately equally as important as
the return revenue amount. Offerors who fail to meet the technical
requirements may be considered nonresponsibe to the Request for
