D -- FLORIDA SHARED SYSTEM (FSS) MEDICARE PART A SOFTWARE MAINTENANCE AND SYSTEM CONVERSION AND MIGRATION SUPPORT SERVICES SOL HCFA-97-0016 POC John Amrhein, Contracting Officer The Health Care Financing Administration (HCFA) intends to contract with Blue Cross and Blue Shield of Florida (BCBSF) on a sole source basis for maintenance of the Florida Shared System (FSS) claims processing software, and for system conversion and migration support services for Medicare Part A fiscal intermediaries (FI). The Florida Shared System processes Part A Medicare claims, which include inpatient hospital, skilled nursing facility, home health and hospice care. In addition to maintaining the Florida Shared System, BCBSF will support the conversion of FIs from other Medicare claims processing systems to the Florida Shared System and the migration of FIs to new data processing sites. The aforementioned services are currently being provided by Blue Cross and Blue Shield of Florida under contract with individual Medicare Part A FIs. BCBSF shall support the integrity of the Medicare claims processing environment for Medicare providers and beneficiaries. BCBSF must ensure that Medicare Part A program changes are programmed in accordance with Medicare regulations and requirements in the key areas of data collection and validation, claims control, pricing, adjudication, correspondence, reimbursement and financial processing. BCBSF must also develop and support the efforts of FIs who are converting to the standard Part A Medicare claims processing system or migrating to other data processing sites. In addition, BCBSF shall coordinate and support the activities of Medicare Part A contractors who are not renewing their Medicare contracts. Duties include data and computer software mapping, developing conversion software programs, coding and implementing Medicare operational and policy determinations and enhancements, writing and testing Medicare Part A conversion software, developing and presenting Medicare Part A technical training classes, providing help desk support on Medicare Part A software maintenance and transition activities, supporting Medicare Part A high transaction processing, and providing Medicare programming support activities. This notice of intent is NOT a request for competitive proposals. Contracting for this software system maintenance, conversion, and migration support is an interim strategy not expected to exceed one year. It is being done to assure a successful and risk-free migration of fiscal intermediaries to the Florida Shared System. A competitively procured contract for maintenance of the FSS will follow this contract when conversion and transition of the Part A fiscal intermediaries has been completed. Entities that wish to demonstrate their capability to provide the services stated above should submit their qualifications in sufficient detail for the Government to make a determination regarding their assertion.
