awarding a contract for an upgrade to the thrust control actuator (TCA)
test set used in the depot overhaul repair process at OC-ALC, Tinker
AFB, OK. The contract will contain three (3) CLINs (0001, 0002, and
0003). CLIN 0001 is the upgraded TCA test set hardware. This upgrade
will consist of incorporating an aircraft thrust control unit and a
throttle quadrant module into the TCA test set to include the aircraft
feedbacvk loop. This hardware upgrade will also include the addition
of a two channel strip chart recorder with calibrated time output, for
data logging purposes. The Air Force will provide as government
furnished property (GFP) the aircraft thrust control unit and the
throttle quadrant module. The contractor will modify these units to the
current maintained configuration. The strip chart recorder will be
provided by the contractor. CLIN 0002 consists of the setup of the new
upgraded test set at the designated overhaul site at Tinker AFB, OK.
It also includes the conduction of familiarization training for the
OC-ALC depot TCA test personnel in using the upgraded test set. CLIN
0003 is the revision of the depot technical Order (TO) 8A1-13-12- 3.
This revision will include the changes in the testing procedures
necessary for depot TCA test personnel to fully utilize the upgraded
test set. In addition, the entire Testing Section (VII) will be
reviewed and revised by the contractor to incorporate improvements in
the testing approaches originally taken. The contractor will complete
the hardware upgrade in time for a preliminary review by OC-ALC
personnel at the contractor's facility no later than 16 weeks after
receipt of contract. Delivery of the upgraded TCA test set hardware to
OC-ALC will be made within two (2) weeks of receipt of the approval
letter issued by procuring contracting officer (PCO) for delivery of
the hardware. The contractor will setup the upgraded TCA test set at
OC-ALC concurrent with its delivery. Familiarization training will be
conducted within one (1) week of the delivery of the test set to
OC-ALC. The TO revisions, in final form, will be delivered after the
familiarization training and within two (2) weeks of the receipt of the
PCO's letter authorizing delivery of the TO revisions. Item 0002 17.

satisfy agency requirements. The proposed contract action is for
supplies and services for which the Government intends to solicit and
negotiate with only one, or a limited number of sources under the
authority of FAR 6.302. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. This
notice of intent is not a request for competitive proposals. However,
all proposals received within forty five-days (thirty days if award is
issued under an existing basic ordering agreement) after date of
publication of this synopsis will be considered by the Government. A
Determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. Award will be made only if the offeror, the
product/service, or the manufacturer meets qualification requirements
at the time of award in accordance with FAR clause 52.209-1. The
solicitation identifies the office where additional information can be
obtained concerning qualification requirements as cited in each
individual solicitation. It is suggested that small business firms or
others interested in subcontracting opportunities in connection with
the described procurement make contact with the firm(s) listed. Note:
An Ombudsman has been appointed to hear concerns from offerors or
potential Offerors during the proposal development phase of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
