Naturalization Service (INS) needs a Ballistic System to test
ammunition for pressure, action time and velocity. The INS needs to
achieve uniform, reproducible test standards which removes or minimizes
variables. The INS intends to follow Commercial Item procedures (FAR
Part 12) to purchase on a sole source basis the System 83 manufactured
by Oehler Research. The System 83 is the only Ballistic
Instrumentation System manufactured in the US with the following
characteristics and performance specifications: basic chassis, cables
and software; connects to a computer by means of serial port; graphic
target display; system which measures peak pressure, action time and
muzzle velocity; statistical summary capability; data output that
includes a video display, printed record; and magnetic diskette for
storage and subsequent analysis; provisions to include pressure scale
factors and offsets, distance between velocity sensors, and barrel
offset corrections for velocities; MS-DOS and Windows compatible
software operating system that commands and records data compatible
with other INS computers and local support. The INS requires features
included in the System 83 such as the Digital Pressure Module which
provides a plot (pressure graph) of two pressure time curves on each
shot (chamber pressure and barrel port pressure); the ability y to
compute numeric values for common parameters such as time to pressure
threshold, rise time, time to peak, peak pressure, and pressure time
integral for each pressure; a Charge Amplifier Module to interface
between a charge mode reassure transducer and measurement channels, a
Calibrate/Test Module that shall provide a source of controlled signals
for calibrating and checking system measurement modules; an Optical
Sensor Target Array; supersonic and subsonic target testing
capabilities; a degree of accuracy better than 0.50 inch; and a target
area of approximately 36 inches square. In addition the system shall
be able to measure target impact coordinates, the system shall measure
the time of flight from the gun to the velocity at the target, and the
system shall provide a means to test pressure using an external strain
gage. This notice of intent is not a request for competitive
proposals, however all capability literature received within 5 days of
this publication by fax on (202) 514-3353, will be considered by the
INS. A determination by the Government not to compete this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of deterring whether to conduct a
