intent to issue a combined synopsis/solicitation for a commercial item
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. The solicitation number is
N00244-97-Q-8686. This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-45. This is a total small business set-aside, SIC code
2522 and business size standard 500 employees applies. The items being
requested are as follows: 62 each non-ESD clean room chairs, class
100,000, medium double back, 3 lever control, casters & foot ring bench
height (21" -- 31"); 43 each ESD clean room chairs, class 10,000,
medium double back, 3 lever control casters & foot ring bench height
(21" -- 31"); and 36 each ESD clean room chairs, class 100, medium
double back, 3 lever control casters & foot ring desk height (17" --
22"). (ESD = Electro Static Discharge) All chairs must meet or exceed
the following Federal Standard 209D, class 100. Filter system is air
exhausted from sealed cushions is passed through two .2 micron filter
systems rated at 99.99% effective. The chairs are equipped with three
dual level submicron filtration systems which allows air within the
cushion to be expelled under minimal pressure. This filter first
strains out larger particles, then traps all particles to below 0.5
micron. The chairs must have stainless steel staples, fasteners and
hinge pins to protect against oxidation. The chairs must have a sealed
system with permanent adhesives used to triple seal the edges of all
cover materials. Other sealants encapsulate all internal wood surfaces.
To ensure a positive seal, each cushion is pressure tested by being
submerged in water, while internal pressure is applied. Filters are
sealed into position using a permanent adhesive and stainless steel
staples. Where fasteners are used to secure steel structural parts to
clean room cushions, fasteners holes are filtered with the same quality
filter system used for the foam. Double thick chrome plating is used on
back support bars to eliminate oxidation where caustic plating or
etching chemicals are present. The vinyl for the chairs must be
dissipative group II. Dissipative vinyl's have a thin nonconductive
cover which eliminates sluffing of conductive particulate. This heavy
44 ounce dissipative vinyl carries static below this surface layer to
avoid "echo" charges. This custom vinyl has a thick carbon filled
center, and a fabric bottom for strength. This material is used on all
vinyl conductive (-VCON) and vinyl clean-room conductive (-VCC)
seating. The color of these chairs is blue. FOB destination prices are
required. Delivery is required by 09-15-1997, in San Diego Ca. The
provision at 52.212-1, Instructions to Offerors-Commercial Items
applies. Addendum to FAR 52.212-1 paragraph (b)(5): Offers shall
provide an express warrant which at minimum shall be included in the
contract. Offerors are required to complete and include a copy of the
following provisions with their proposals: FAR 52.212-3 Offeror
Representations and Certification-Commercial Items; DFARs clause
252.212-7000, Offeror Representations and Certifications-Commercial
items; clause 52.212-4, Contract Terms and Conditions-Commercial items,
applies as well as the following addendum clauses: FAR 52.211-5, New
Material. The clause at 52.212-5 Contract terms and Conditions Required
to Implement Statutes or Executive Orders-Commercial Items applies with
the following applicable clauses for paragraph (b): FAR 52.203-6

clause 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes Applicable to Defense Acquisitions of Commercial
Items. Any contract awarded as a result of this solicitation will be a
DO rated order certified for national defense use under the Defense
Priorities and Allocations System. The government intends to make a
single award to the responsible Offeror whose offer is the most
advantageous to the government considering price and price -related
factors. Provision 52.212-2, Evaluation-Commercial Items, applies with
paragraph (a) completed as follows: Award will be made to the Offeror
that meets the solicitations minimum criteria for technical
acceptability at the lowest price. To be determined technically
acceptable, the Offeror must furnish product literature that
demonstrates the products offered meet all requirements stated in the
above purchase description. Sealed offers in original and one (1) copy
must be received no later than 3:00PM local time, 16 JUNE 1997. Offers
sent via the US Postal service should be mailed to the Fleet &
Industrial Supply Center, Bid Officer, 937 N. Harbor Dr. San Diego CA
92132-0212. All offers not sent through the US mail will be considered
to be hand carried and direct delivered. Numbered notice #1 applies.
