Request for Proposal (RFP) for the TURBINE ENGINE SYSTEM TECHNOLOGY
(TEST) PROGRAM The anticipated release date of the formal RFP 3-079029
is on or about June 16, 1997 with an anticipated proposal due date of
on or about August 4, 1997. All responsible sources may submit a
proposal which will be considered by the agency. A NASA -- LeRC and
NASA HQ OMBUDSMAN has been appointed to hear and facilitate the
resolution of concerns from offerors or potential offerors of this
acquisition. -- See Note "B". Do not contact the OMBUDSMAN TO obtain a
copy of this RFP. The point of contact for this acquistion is listed
elsewhere, herein. The NASA Lewis Research Center is pursuing research
and technology work in advanced air-breathing engine propulsion. The
work encompasses a wide range of technologies primarily for engines in
the 10,000 pound class and larger, including afterburning engines. The
applications include military and commercial subsonic and supersonic
aircraft. The scope includes experimental and analytical investigations
for such aeropropulsion systems including sub scale to full scale.
Research deliverables can include reports, data, software and/or
hardware related to the design, analysis, fabrication and test of
sub-components, components engine systems and subsystems. The scope
also includes controls work and development of advanced materials and
processing. The work will be accomplished thru the use of specific
completion tasks issued by NASA. The total estimated period of
performance is sixty (60) months. A security clearance to the level of
secret may be required for some tasks. Multiple awards are
contemplated. An option provision for additional effort is planned. The
solicitation and any documents related to this procurement will be
available over the Internet. These documents will be in ASCII or RTF
format and will reside on a World-Wide Web (WWW) server, which may be
accessed using a WWW browser application. The WWW address, or URL, of

shall notify this office of their intent to submit an offer. It is the
offeror's responsibility to monitor this site for the release of the

point of contact; however, the closing date for the hard copy received
shall be the same as the solicitation, inclusive of any amendments,
