Program Coordinator, (919) 541-2903 EPA, under the authority of Section
103 of the Clean Air Act, and as a part of their Environmental
Technology Verification Program, is considering assisting a non-profit
or not-for-profit party in organizing, developing, and implementing a
pilot program for the verification of technologies for reducing
climate change emissions (greenhouse gases). The organization receiving
EPA assistance would be responsible for selecting and testing private
sector technologies at the pre-commercial or commercial scale of
development. They would perform various activities including, but not
necessarily limited to, (1) selection and prioritization of technology
areas for verification; (2) preparation of test protocols; (3)
provision of quality assurance pocedures; and (4) dissemination of test
results in reports or verification statements. A significant amount of
collaboration with EPA during the organization and startup of the
pilot program is envisioned, so a cooperative agreement, rather than a
grant, is anticipated.Cost sharing by the recipient is mandatory. EPA
will issue request for application no. APPCD 97-2 on or about 6/6/97.
