INFORMATION: Mechanical and Electrical Engineering Services Indefinite
Delivery Order Contract to support federal facilities nationwide.
Services include; mechanical and electrical project commissioning,
mechanical and electrical engineering design, construction management,
construction inspection, project cost estimating and related
professional services. There will be one contract awarded from the
solicitation consisting of a one-year base period from date of contract
award with the option for four (4) one (1)-year renewals. Services will
be implemented through individual task orders, with a total contract
amount not to exceed $9.5 million for the five-year period. This is not
a small business set- aside. B. PROJECT INFORMATION: The projects
include: HVAC commissioning of existing buildings, mechanical and
electrical engineering design for existing facilities, cost estimating,
and construction management and inspection services for projects
throughout the United States. Typical effort includes mechanical and
electrical engineering studies, preparation of preventive maintenance
plans and manuals, mechanical and electrical engineering design,
facility condition surveys, economic analysis and value engineering,
construction management, construction inspection, and commissioning
services. Typical projects support National Weather Service, National
Marine Fisheries Service, National Ocean Service, Census Bureau, and
other client agencies. The projects include design for repair and
renovation of existing facilities (including office buildings, research
laboratories, warehouses, utilities, and marine operations support
facilities), HVAC analysis/commissioning, energy conservation studies,
preventative maintenance plans and manuals, and analysis of HVAC
systems requirements to support of Census decennial facility program.
Project management, planning, cost analysis, design, construction
management, construction inspection, and commissioning work are
included to varying degrees in each task order. All work must be
accomplished by or under the direct supervision of licenced
professional Architects and Engineers. It is a requirement that the
proposing firm and consultants have as a minimum electronic mail
service, for the purpose of accomplishing contract progress reviews and
coordination. C. SELECTION CRITERIA: See para.D for general description
of selection process. Selection criteria in descending order of
importance are as follows: (1) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules. For the
last ten completed projects identify the project design budget for
construction vs. construction contract award cost; identify the type of
construction contract (low bid, negotiated fee, cost plus); number and
value of construction change orders; project schedule (design and
construction) scheduled completion vs. actual completion; and letters
of recommendation or federal agency performance evaluations. Identify
both a project client and end user point of contact, with phone
numbers. Referenced projects should not be more than five years old.

information). (2) Professional qualifications necessary for
satisfactory performance of required services of preparing
studies/analysis, cost estimating, life cycle cost analysis, design
projects for laboratory and research facilities, multipurpose office
facilities, repair and renovation design, and mechanical and electrical
commissioning. Firms should provide specific information on key
personnel for such projects. (3) Program Managers experience and
qualifications to lead a multidisciplined team. Demonstrate
professional registration, give years with the responding firm, give
years leading a multidisipline design team, and give experience
managing Indefinite Delivery Order contracts. (4) Capacity to
accomplish the work in the required time. Number of mechanical and
electrical engineers on in-house staff. Identify plan for reacting to
changes and staff augmentation. Identify individuals on staff with
construction management backgrounds (5)Specialized experience and
technical competence in the type of work required. Experience and
qualifications of personnel proposed for assignment to the project,
including skills in design of laboratory and research facilities, cost
estimating, project commissioning,and construction
management/inspection. (SF 254, para. 10, 11, and SF 255, para.'s 4, 7,
8, 9). (6) Proximity to and ability to communicate with the Facility
Engineering Branch in Kansas City, Missouri. (SF 255, para. 10). (7)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in facility design.
Describe firms "green" program giving the programs history and success.
D. SUBMITTAL REQUIREMENTS: To be considered, interested firms must
provide three submittal packages consisting of an original SF 254 and
SF 255 no later than 4:30PM CST on June 4, 1997. Offeror must provide
adequate documentation in blocks 7g and 10 of SF 255 to illustrate the
extent of participation of groups in terms of the percentage of the
total anticipated contract effort. All responding firms must also
include a completed SF 254 for themselves and their consultants.
Proposing firms are responsible for supplying information concerning
each evaluation factor. Three or more Short Listed Firms will be
invited to make a formal presentation to and be interviewed by the
Architect-Engineer Selection Board. After interviews, firms selected
for negotiation shall be through an order of preference based on
demonstrated competence and qualifications necessary for the
satisfactory performance of the type of professional services required.
Negotiations shall be conducted beginning with the most preferred firm
in the final selection. In addition to addressing the selection
criteria above, all responsible sources should submit an SF-254,
Architect-Engineer and Related Services Questionnaire and SF-255,
Architect-Engineer and Related Services Questionnaire for Specific
Project which shall be considered by the agency. Solicitation packages
are not provided for AE contracts. This is not a request for a
proposal. RFP No. 52WCNA706050PAW shall be utilized to solicit a
