Fleet and Industrial Supply Center, Norfolk Detachment Philadelphia intends to solicit on a full and open competition basis the acquisition of support services for the continuing design, development, conversion, modification, enhancement, documentation, maintenance of the Navy Tactical Command Support System (NTCSS) family of application software. Services include design, develop, convert, migrate and provide life cycle maintenance or other types of support for new and existing Automated Information Systems (AISs) that interface with or support the NTCSS family of programs. Support is required in the areas of software and hardware configuration management, data conversion, operating systems software management and maintenance, software security, inter-computer networking (including local area networks and wide area networks), software performance, data management technology and off the shelf product research and evaluation. The acquisition calls for an estimated level of effort of 1,500,000 manhours, which will be distributed among the following labor categories: Project Manager, Senior Data Base Specialist, Data Base Specialist, Data Analyst, Data Standard Specialist, Data Entry Clerk, CM Specialist, Communications Network Specialist, Communications Hardware Specialist, Communication Software Specialist, Senior Software Engineer, Software Engineer Level I, Software Engineer Level II, Senior Computer Systems Analyst Level I, Senior Computer Systems Analyst Level II, Computer Systems Analyst Level I, Computer Systems Analyst II, Senior Programmer, Intermediate Programmer, Junior Programmer, Senior Functional Analyst (Aviation Maintenance), Functional Analyst (Aviation Maintenance), Senior Functional Analyst (Aviation Supply), Functional Analyst (Aviation Supply), Senior Functional Analyst (Surface Maintenance), Functional Analyst (Surface Maintenance), Senior Functional Analyst (Ship Supply) Functional Analyst (Ship Supply), Functional Analyst(Ground Logistics Supply Maintenance), Functional Analyst (Administrative), Senior Technical Writer, Technical Writer and Clerk Typist. Services are required 1 October 1997 or date of award through 12 months, with four (4) one (1) year renewal option.
