The Naval Air Warfare Center Weapons Division (NAWCWPNS), China Lake, CA intends to procure, on an other than full and open competition basis, an upgrade for a Two Color Imaging Radiometer (TCIR), designed and developed by Magnavox Eletro Optical Systems (Currently Hughes Electro Optical Systems). Procurement will be on an other than full and open competition basis with Hughes Electro Optical Systems (formerly Magnavox Electro Optical Systems). The procurement will upgrade two componenets of the TCIR. First is an upgrade to the communication interface of the electronics in the TCIR Sensor Head. The communication interface upgrade will replace the two existing circuit cards with an 8051 microcontroller, and "I squared C" interface, and revised software for sensor head control. Second is the hardware, software, and system integration to the existing TCIR workstation. The upgrade will include software for operator interface, instrument status display, and video overlay generation. In addition, the upgradewill require design of workstation to perform the information processing necessary for sensor head control and line-by-line equalization, and a documentation package including OEM product manuals, engineering drawings, and source code for any newly developed software. -- The contract period of performance will be for an estimated 6 months. -- See numbered notes 22 and 26.
