MAY 1997: This is the second announcement for this acquisition,
succeeding announcement W-073 SN042439. This requirement was also
announced by the Small Business Administration identified as
7700-97-70288. The Naval Air Systems Command has a requirement for
logistics analysis support services of a non-personal nature for the
Naval Aviation Depot, Cherry Point, North Carolina. The contractor will
be required to provide a team of experienced personnel, services,
material and equipment to assist with assessment and recommendations
for various logistics issues. Although the effort will primarily
support the V-22 Tilt Rotator Aircraft, the effort will also involve
several other marine aircraft, including the H-60, H-53 and H-1
helicopters, AV-8B Harrier Vertical Takeoff and Landing Aircraft, and
the Joint Strike Fighter Aircraft. Support will be across several
different acquisition phases (Concept and Validation through Early
Operations Stages). Support will include conducting investigations to
resolve critical logistics issues, developing support programs and
processes, providing procurement support procedures and program
management support. During the Concept and Validation Phase, the
contractor may be tasked to develop, review, update, and/or maintain
requirements defined for tasks under the Designing for Support
category, including support system improvement analyses and
technological logistics impact assessments, Naval Aviation Plan (NAP)
guidance and future maintenance/logistics concepts, logistics research,
supportability plans, industry supportability response, and Logistics
Support Analyses (LSA). During the Engineering, Manufacturing, and
Development Phase, the contractor may be tasked to develop, review,
update, and/or maintain requirements defined under Supportability
Planning categories, such as the LSA candidate list, maintenance plans,
logistics support requirements data enabling implementation of
maintenance plans, site activation milestones schedules, logistics
support source identification, phased support plan requirements,
Pre-Physical Configuration Audit (PCA) engineering changes, mock-up
engineering test evaluations, and LSA program development. During the
Production Prior to Operations Phase, the contractor may be tasked to
develop, review, update, and/or maintain requirements defined under the
Procuring for Support categories, such as phased support plans, Master
Index of Repairables (MIR), MIR data resulting from changes, logistics
data update and execution of the age exploration program in the Early
Operations Phase of the life-cycle. During the Early Operations Phase,
the contractor may be required to develop, review, update, and/or
maintain requirements defined under Phasing-in Support categories, such
as MIR updates, phased support plan, age exploration program execution,
Engineering Change Proposal (ECP) progress, ECP implementation status,
configuration status, and remedial action status. The contractor shall
provide program management support. Specific tasks related to this
effort may consist of investigating and evaluating alternative
acquisition strategies for the procurement of new or replacement
systems, equipment and components, participating in and providing
support for program reviews, audits, and meetings (provided to Product
Support Directorate as it pertains to program management planning
documentation). This will be a competitive acquisition set aside under
section 8(a) of the Small Business Act. The Standard Industrial
Classification (SIC) code for this acquisition is 8711. Interested 8(a)
