Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) Center for Neutron Research has a
requirement for engineering design support to assist in-house
engineering staff to complete three stations in the Cold Neutron
Research Facility (CNRF) and a series of new experimental stations in
the Reactor Facility. The contractor shall provide engineering/drafting
support personnel to develop detailed mechanical designs, drawings and
documentation of neutron scattering instrumentation under the guidance
of members of the scientific staff of the CNR. Each design project will
be described in a task statement which defines the level of effort
required. The task statement along with conceptual sketches, functional
descriptions and performance criteria define the "scientific concept"
of the instrumentation. The engineering design support personnel will
work closely with the CNR staff to develop a cost effective design that
meets the performance requirements of the instrumentation. The support
personnel will produce detailed engineering drawings and documentation
of all designed components in sufficient detail to specify their
fabrication, assembly and use. Appropriate support personnel will also
assist in-house technical staff in monitoring the fabrication and
assembly of the equipment they have helped design. The engineering
design support will be performed at NIST using the facilities of the
CNR. Support personnel will be provided with office space/supplies in
the CNR. The CNR will also provide computer workstations as needed to
carry out the design tasks. An Indefinite-Delivery/Indefinite-Quantity
(IDIQ) type contract is anticipated, with Task Orders to be issued on
a Labor Hour basis. The period of performance will be one base year
beginning October 1, 1997, with four 1-year options. The applicable SIC
code is 8711, with a size standards of $2.5M. All responsible sources
