The Naval Surface Warfare Center (NSWC), Indian Head Division, Contracts Division intends to issue a solicitation to obtain Engineering, Analytical, and Technical Support Services through award of a CPFF/IDIQ/LOE type contract under which delivery orders will be issued. The services shall support NSWC Indian Head Division in seven general engineering task areas contained in the statement of work which shall augment the division's ability to perform systems engineering, associated testing and evaluation, safety analysis, configuration management, logistics support, re-engineering tasks, and ensure that production and support activities keep pace with technological advancements. Award shall be based on best value to the Government with the evaluation factors being (in order of importance): 1) Offer/Proposal Acceptability, 2) Offeror Capability, 3) Evaluated Price or Cost and Fee. The solicitation shall not require the incumbent contractor to submit a response to factor (2). The contract's intended periodof performance is five years with a base period of one year and four (4) one year options. The total estimated level of effort is 347,100 hours distributed among labor categories to be identified in Section C of the solicitation.
