Government to acquire the following services: Cost analysis support
services, program evaluation and analysis support services, risk
assessment and analysis services, program management support services,
and system analysis and operations research support services. The
contractor shall perform these services to provide a rapid response
evaluation and analysis capability in support of program initiation,
execution, change, or transition. The requirements focus on assessing
and documenting the technical, cost, and schedule impacts associated
with feasible alternative, and identifying their attendant
risk/uncertainty, utilizing automated management information reporting
systems. The contractor's facility must be in such a location that the
contractor personnel can travel to the Government's work site
(Huntsville/Redstone Arsenal, AL) within one hour. The SIC Code for
this acquisition is 8742. This acquisitiion will be solicited utilizing
full and open competitive procedures. The Government intends to award
up to 3 contracts as a result of this solicitation. The first contract
award is to be made to the best value proposal without regard to
status. From the remaining proposals, the second contract award is to
be made to the best value proposal submitted by a small business. From
the remaining proposals the third award is to be made to the best
value proposal submitted by a firm qualified under the Small Business
Administration's 8(a) Program. The Government reserves the right to
make less than 3 awards. Cost-plus-fixed-fee-level-of-effort contracts
are anticipated as a result of this solicitation. The contracts will
be for a term of the base year and four option years (total effort
60-months). The basic level-of-effort will be determined at time of
award. Option I -- Year I, level-of-effort will consist of 146,293
manhours. Option II -- Year II, level-of-effort will consist of 164,237
manhours. Option III -- Year III, level-of-effort will consist of
159,865 manhours. Option IV—Year IV, level-of-effort will consist
of 161,210 manhours. Option V -- Year V, level-of-effort will consist
of 161,880 manhours. Therefore, the total effort consists of 793,485
