intends to negotiate a modification to the following existing
contract: 105-95-1506. Negotiation of the modification will be on the
basis of other than full and open competition for ongoing assistance in
operating a "Resource Access Project." The purpose of the modification
is to: 1) enable the University of Arkansas Resource Access Projects
(UA-RAP) to continue to provide training and technical assistance
(T/TA) resources to the Head Start grantees; 2) to continue to assist
Head Start grantees to provide high quality services to children from
low-income families and 3) to continue to be responsive to the needs of
Early Head Start grantees serving infants, toddlers and pregnant women.
The authority for this non-competitive modification is 41 USC
