Contract Specialist (202)305-4502 INS requires the creation of 600
logic-based test questions over a five year period. The INS requires
200 questions in the base year and an estimated 100 for each option
period. Questions are both of the inductive and deductive type.
Qualified test question offerors must have a B.A. or B.S. degree;
demonstrate a minimum of three years of specialized experience in
verbal reasoning ability measurement; successfully completed course(s)
in formal logic or have used formal logic extensively in developing
test items for tests of reasoning; and demonstrate the ability to write
logic-based, reading comprehension questions. All items must be useable
and not previously used in any manner. INS testing staff requires these
questions to examine applicants for entry into the Border Patrol,
professional law enforcement, and adjudicator occupations. Each
question format contains a 50 to 100 word stimulus, a single question
followed by five answer choices. Successful offerors may have to
perform specific research to select job-related subject matter for
question ideas. The INS will provide a formal, logic-based taxonomy to
the successful offeror. Questions will be written at the college
graduate level and must be relevant to Border Patrol and INS law
enforcement work. The RFP will require offerors to submit resumes,
sample questions for evaluation purposes, and ethics/confidentiality
references. Sample questions must include a written discussion clearly
identifying the inductive and deductive sample and explaining the
reasons for the correct and incorrect answers using the notation of
formal, logical schema for each sample question. References supplied
must include the names and telephone numbers of individuals or
companies for whom offerors have performed work that is the same as
work being described here and in the Statement of Work. All usable
questions will become the sole property of the INS. Each option year is
expected to have a up to 100 questions. If multiple qualified offerors
are identified, the INS may make multiple awards. Qualified offerors
