PRESOLICITATION NOTICE -- Sources sought to provide field investigation of existing conditions, design and construction of wholehouse repair and revitalization of 70 existing housing units including sitework. Asbestos and lead paint abatement/encapsulation in the 70 units shall be included in the Bid Item price. -- The contract is to be awarded to the responsible offeror who submits the proposal considered to be the most advantageous to the Government considering "Price" and "Technical" evaluation factors. The following evaluation criteria has been established: Factor 1 (Price) and Factor 2 (Technical) which are weighted approximately equal. Within the "Technical" factor the following subfactors are listed in order of importance: Subfactor 1 -- Past Performance; Subfactor 2 -- Contractor/A/E/Subcontractor Experience & Qualifications; Subfactor 3 -- Quality, Durability, & Energy Efficiency of Proposed Materials; Subfactor 4 -- Recycling; -Subfactor 5 -- Subcontracting Effort. -- A preproposal conference will be held with a date and time to be published later. -- This is not a public bid opening. -- The estimated cost is between $1,000,000 and $5,000,000. -- Firm Fixed Price Construction Contract. -- Contract duration is approximately 425 calendar days. -- Proposals will be considered from all responsible sources. -- This project is unrestricted. -- The Standard Industrial Code is 1521 and the annual size standard is $17 million. -- It is recommended the subcontracting plan goals reflect a minimum goal of 5% for Small Disadvantaged Business Subcontracting Effort. -- Potential proposers should request in writing stating RFP number N68711-97-R-8138, with complete name, address, area code and phone number and whether bidding as a prime/subcontractor/supplier. -- NOTE: Plans and specs will not be mailed to firms within a 20 mile radius of the issuing office. -- A fee will be charged for plans and specs that is yet to be determined. -- Solicitation packages may be acquired in person from Plan Issue or by mail. -- Telephone requests will not be accepted. -- Mail requests to Southwest Division, Naval Facilities Engineering Command, PLAN ISSUE OFFICE, BUILDING 132, 1220 Pacific Highway, San Diego, CA 92132-5190. -- NOTE: PERSONAL CHECKS WILL NO LONGER BE ACCEPTED.
