Anthony E. Cheever This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart 12.6
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number for this procurement is F61040-97-R0024 and is
issued as a Request for Proposal (RFP). This solicitation document,
incorporated provisions, and clauses are those in effect through
Federal Acquisition Circular FAC 90-46, Defense Acquisition Circular
91-11, and Air Force Acquisition Circular 92-51. This solicitation is
unrestricted. The Standard Classification code is 5087 (for closing
purposes only) and the small business size is 100 employees. This
proposal shall be for: Item 0001, 1 each, Mobile Fire Training Unit
with Tow Vehicle. Unit allows for fire training to be conducted in
passenger, cargo, flight deck, wheel,/landing gear, engine, and low and
high exterior fuselage areas. Unit shall be self contained and capable
of movement to various locations. Set-up is less than 3 hours. Fuel
fires can run separately or simultaneously. Training Unit size: 40 to
55 feet in length with wing span proportional to length of fuselage.
Interior walkway and cargo door ramp area are treated with non-skid
finish. Cargo/passenger area equipped with emergency fuel shut down
mechanism activated from inside. Fuselage with replaceable force entry
cut-in panels, entry doors on both sides with rear wing down cargo
type door. Durable hinges and CAM lock latches. Non-toxic smoke
generating system that operates independent of flames. Remote "dead
man" type safety with minimum 100 ft radius separate from main control
panel. Interior/exterior materials treated or manufactured with rust/
corrosion resistant finish. System has positive pressure air.
Temperature monitoring shut down capability. Automatic fuel sensors and
ignition devices with explosion proof exhaust system. Breaking system
based on weight. (1) each spare tire and wheel. Tow vehicle will meet
DOT criteria and adequate for transportation of unit. Vehicle will be
diesel powered with automatic transmission. Heavy duty charging system
with air brakes adequate for training unit. Tow vehicle will have a
minimum 30 gallon fuel tank capacity. Includes DOT approved 300 U.S.
gallon baffled butane tank approved for road transport. Tow vehicle
rear will be rolled up doors with locking double latch mechanism. Main
control panel allows maximum 100 ft clearance from training unit to
control panel. Tow vehicle equipped with on board diesel generator
capable of providing adequate power to support operation unit,
utilizing fuel tow vehicle tank. Tow vehicle painted red (11136 of Fed
Standard 595 or equivalent), with white top extending down to window
belt line (17875 of Fed Standard 595 or equivalent). Six (6) inch gold
leaf lettering with outline and black shadow reading: "Lajes Field
Fire Department" on both sides of the vehicle. Control panel gauges
andswitches will be sealed to prevent moisture condensation. On site
training and certification for operation of the unit will be provided
upon delivery of unit. Minimum 3 day training with total of 20 people
trained in 3 days. Technical and repair data for trainer will be
provided with maintenance schedule. Tow vehicle and training unit
undercarriage undercoated for protection against corrosion. Minimum of
1 year guarantee on materials and workmanship of training unit and tow
vehicle. Delivery time: 120 days from award date. Award shall be made
on or about 20 Jun 97. Delivery will be to 65 CES/CEF (Fire
Department), Building T-717, Lajes Field, Azores, Portugal. Provision
at FAR 52.212-1, Instruction to Offerors-Commercial, apply the
following: PROPOSAL COVER SHEET (SF 1449) SHALL BE SIGNED AND DATED AND
SHALL CONTAIN THE FOLLOWING: SOLICITATION NUMBER, TIME SPECIFIED FOR
RECEIPT OF OFFERS, NAME, ADDRESS, AND TELEPHONE NUMBER OF THE OFFER,
TERMS OF ANY EXPRESS WARRANTY; REMIT TO ADDRESS, IF DIFFERENT THAN THE
MAILING ADDRESS, AND DESCRIPTIVE LITERATURE OFFERS SHALL ALSO CONTAIN
ALL OTHER DOCUMENTATION SPECIFIED HEREIN. Offers shall include a
statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. Offers that
fail to furnish required respresentations or information, or reject the
terms and conditions of the solicitation may be excluded from
consideration. Provision at 52.212-2, Evaluation-Commercial Items,
insert the following: The Government will award a contract resulting
from this solicitation to the responsible offeror whose offer on this
solicitation is the lowest technically acceptable price. All Government
minimum needs as stated above for Mobile Fire Training Unit and Tow
Vehicle will be evaluated. OFFERORS SHALL INLCUDE A COMPLETE COPY OF
THE PROVISION AT FAR 52.212-3, OFFEROR REPRESENTATIONS AND
CERTIFICATIONS-COMMERCIAL ITEMS WITH THEIR OFFER. Offerors can obtain
