Hughes 816-426-7267, etx 229 SOURCES SOUGHT: The U.S. Dept. of Commerce, NOAA, intends to issue a contract for the manufacture of 182 Communications Panel Adapters, 24 Position; Cage OWY55. This item is a required modification to the WSR-88 Radar System in use by the National Weather Service. The WSR-88D Radar narrowband communications are currently based on V.32 modem technology using both leased line and dial-up capability for connections from the radar to the user workstations. Connections to these modems are made through leased-line and dial-up patch panels and adapter panels. The existing MF-RJ11-16-2 and RJ45-S-16-2TP Communication Panels require extension to a 24-port capability while maintaining the existing V.32 modem interfaces. This extension is required to accommodate NEXRAD Information Dissemination Services (NIDS) requirements. In order to maximize reuse of existing WSR-88D modems and cabling, only the DATA PROBE MF-RJ11-24-2 and RJ45S-24-2TP Communications Patch Panels can be directly substituted for the existing MF-RJ11-16-2 and RJ45S-16-2TP Communications Patch Panels with no additional impact to the WSR-88D Radar configuration. The MF-RJ11-24-2 and RJ45S-24-2TP Communications Patch Panels are manufactured only by DATA PROBE, the original vendor of the existing WSR-88D communications patch panels. Configuration management of the WSR-88D system is dependent upon maintaining the existing narrowband communications requirements in an environment of expanding demands. The MF-RJ11-24-2 and RJ45S-24-2TP is the only technical solution which will allow a direct extension of port capability without additional baseline configuration impacts to the WSR-88D Radar System. Purchase of these panels will keep the configuration of the WSR-88D narrowband communications subsystem standardized, decrease the life-cycle cost of sparing, documentation, and maintenance associated with supporting multiple, heterogeneous configurations. In turn, standardization will reduce the operations and maintenance training by maintaining a standard patch panel interface and configuration to all WSR-88D sites. Therefore, the Government believes that only Data Probe of Paramus N.J., can manufacture the modified 24 position communications panel adapters to the Government's requirements. It is believed that only Data Probe has the capability to manufacture the modified panel. The Government intends to contract with Data Probe for the equipment required. The proposed procurement action is for supplies or services for which the Government intends to solicit to only one source under the authority of 41 U.S.C. 253(c)(1).
