Bureau plans to issue Request For Quote Number DAHA90-97-Q-0091 that
will lead to the award of a purchase order for 360 parenting
videotapes, along with training packages and minimal services. The
contractor shall provide 360 videotape parenting techniques training
packages for the National Guard Bureau. The off-the-shelf videotape
parenting techniques training package will be used by high school drop
outs and their parents to influence them to reassess and make
lifestyle changes in the prevention of early experimentation in the use
of alcohol, tobacco, and other substances. The videotapes must address
these areas: (1) A self-administered test that will help the
corpsmember's family evaluate the current risk level their family is at
for potential substance abuse. (2) Parenting principles that will help
the corpsmember's family understand principles that encourage
responsibility in their children. (3) Practical prevention guidelines
that will help the corpsmember's family understand the importance of
regular communication through family meetings. The training packages
will be distributed by the contractor to all fifteen ChalleNGe youth
program sites/states. The off the shelf training package will require
no research and development. The contractor will deliver an
accompanying staff training package to the staff members of each 15
program sites. Staff training will be conducted via long distance
telephone with a maximum of ten phone consultations per site. Shipping
reports including dates and methods the videotapes and training
packages were shipped are required. Requests for copies of the
solicitation should be received in writing no later than 09 June 97.
