C -- A/E SERVICES TO REMOVE AND REPLACE A/C COOLING TOWER SOL RFP 646-46-97 DUE 071497 POC Lynne Dickerhoff, Contract Specialist A/E services are required to remove and replace new A/C cooling tower, bldg. 25 at the VA Pittsburgh Health Care System, 7180 Highland Drive, Pittsburgh, PA 15206. Provide professional engineering design service to develop construction bid documents for project 646-97-152H, to remove and replace an existing inadequate 1500 ton water cooling tower. Replace the A/C water tower completely with a new energy efficient water tower. The A/E will develop and design drawings and specification that must be coordinated with all disciplines such as architectural, structural, electrical, plumbing, HVAC, site planning. Engineering services will include, field investigation, design development, preparation of contract plans, specifications and construction cost estimate. Construction period services shall include review, submittals, cost proposal, attending job review meetings, prepare reports, participate in partial and final inspection. A/E will prepare and submit 50% design drawing plans thirty(30) days after contract award. Twenty (20) days after VA review comments, A/E will prepare and submit 90% contract drawings. Twenty (20) days after VA review comments, A/E will prepare and submit 100% contract drawings. The construction range is between $500,000 and $1,000,000. All interested and responsible firms desiring consideration must submit an SF254 and 255 by close of business 6/23/97 to the Contracting Officer at the VA Pittsburgh Health Care System, 7180 Highland Drive, Pittsburgh, PA 15206, referencing RFP 646-46-97. A/E selection criteria will include: (1) professional qualifications necessary for performance of required services; (2) specialized experience and technical competence with similar type projects; (3) past performance on contracts with Government agencies; (4) geographical location of A/E firm; Preference for location is in the following descending order: (a) Local firms; (b) In-State firms; and (c) Out-of-State firms; (5) experience and roles of key design personnel, specifically on related projects; (6) cost control and estimating effectiveness; and (7) CAD capability.
