detailed building fire protection and life safety analysis and review
of Government furnished plans and specifications of various projects
for conformance to current national building, fire and life safety
codes and criteria. Size of projects for review may range from under $1
million to over $10 million. Reviews will be defined and negotiated on
an individual task basis using rates established in the basic
contract. Proposed procurement will result in an Indefinite Delivery
Contract to be in effect for one year with a one year option to extend
services. Contract has a maximum potential of $50,000 annually.
Estimated contract start date is August 1997. Firms desiring
consideration must submit one copy of SF 254 and SF 255 including
organization chart of key personnel to be assigned to this project. One
set of submittals must be received by this office before close of
business (4:00 p.m.) June 25, 1997. No further technical project
specific information will be furnished prior to selection of short
listed firms. Phone calls are discouraged. The evaluation criteria in
descending order of importance are: 1. Professional qualifications
relative to the above work of the firms staff to be assigned to the
project. Indicate total number of years of experience with code
reviews. 2. Specialized experience of firm in related work. Firms must
demonstrate comprehensive experience in code interpretation and in
establishing design requirements for projects throughout the United
States including waterfront projects. Submit representative list and
short description of reviewed projects. 3. Past record of performance
and capacity/capability of firm to accomplish work in the required
time. Standard timeframe is 7 calendar days. 4. Organization and
mangement. Provide a description of your review process. 5. Minority
and women ownership and employment. (Firms must show percentage of
minority and women employees in all job classification and pay scales
including principl firm and subconsultants ). This Notice is for
informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest reates to provide
accounts receivable financing. The maximum line of credit is $500,000.
