professional cost estimating services for various project as directed
by task orders to this contract. The project includes performing cost
estimating services ad required to support FD&CC (Atlantic) design and
construction programs. The services will be provided under a 12-month
Indefinite Delivery Contract (IDC). Under an IDC, individual firm
fixed price task orders for specific services are negotiated when the
need for services arise. Each IDC is guaranteed a minimum of $5,000.00
and is limited to maximums of $100,000.00 per task order and
$500,000.00 total for all task orders. The Government reserves the
right to exercise a one- year option subject to the same dollar
threshold limitations of the basic year as stated above. Anticipated
award date is August 1997. The following evaluation criteria are
applicable to one or more of the factors included in Note 24: (1)
Specialized experience of the firm and technical competence in cost
estimating (including joint venture or association) in similar
projects; (2) Professional capacity to accomplish the work as
scheduled; (3) Professional qualifications necessary for satisfactory
performance of required services; individuals in firm who will be
assigned key project responsibilities, with particular attention to
their qualifications, competence and past performance; (4) Past record
performance on DOT and other government and private industry contracts
in terms of quality of work, ability to meet contractual
performance/delivery schedules; (5) Minorities and women in all job
classifications, considering availability in the general area; (6) The
firm's approach to the planning, organizing and management of cost
estimating projects including data gathering methods, evaluation
techniques and other related factors; (7) The firm's geographical
experience in cost estimating projects within the FD&CC area; (8) The
firm's work load and ability to meet milestones with attention to
current and future commitments of those key persons expected to be
assigned to Coast Guard Projects; and, (9) The firm's ability to
prepare cost estimates in the building system and specification section
formats. Preference will be given to firms located east of the Rocky
Mountains. Firms desiring consideration should submit appropriate data
as described in Note 24 to the address indicated above not later than
4:30 p.m. on July 1, 1997. This is not a Request for Proposal. For
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization has programs to assist minority, women- owned and
disadvantaged business enterprises to acquire short- term working
capital and bonding assistance for transportation- related contracts.
Loans are available under the DOT Short Term Lending Program (STLP) at
prime interest rates up to $500,000.00 per contract to provide
