commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued.
Solicitation No. 1422-N660-Q97-2006 is being issued as a request for
quotation. The solicitation document incorporates provisions and
clauses in effect through Federal Acquisition Circular 90-46. Per FAR
12.603(b) the SF 1449 is not used. Provisions at 52.212-1, Instructions
to Offerors-Commercial Items, and FAR 52.212-4, Contract Terms and
Conditions-Commercial Items apply to this acquisition; FAR 52.212-5
Contract Term and Conditions Required to Implement Statues or Executive
Orders-Commercial Items applies to this acquisition, along with the
following additional FAR clauses cited in the clause: 52.222-26 Equal
Opportunity; 51,222-35, Affirmative Action for Special disabled and
Vietnam Era Veterans; 52.222-36 Affirmative Action for Handicapped
workers; 52.222-37, Employment Reports on Special disabled Veterans and
Veterans of the Vietnam Era; 52.222-41, Service Contract Act of l965.
The Bureau of Land Management (BLM) has a requirement to remove
geologic material from three former Bureau of Mines Twin Cities
Research Center properties. These sites are the former TCRC Main
Campus, located at 5629 Minnehaha Avenue South, Minneapolis, Minnesota,
Building No.201 located near the Bishop Whipple Federal Building and
the Farmington High Energy Test Site (formerly Nike Missile Base) 1462
E. 260th Street, Farmington, Minnesota. The geologic material includes
granular material as well as large masses of rocks, cast concrete
blocks or boulders made of granite, sandstone, limestone, or marble.
The rock blocks/boulders were purchased as specimens for testing rock
breakage or drilling concepts. Many were not subject to any destructive
tests and are intact. All the granular material is contained in bins or
placed on pads located on the main campus. The bin material consists of
iron ore concentrate, coke, taconite pellets, natural hematite iron
ore, salt and sand. Some of the geologic material is on concrete pads
and this includes coal, copper-nickel ore, coke and a pile of dirt and
construction debris including some asphalt fragments. No known
environmental hazards are associated with any of these materials.
Results of TCLP tests heavy metals from samples of iron ore
concentrate, hematite iron ore, coke, taconite pellets, copper nickel
ore and coal will be provided to the offerors at the time of on-site
inspection. The Contractor shall furnish all equipment to load, haul
and dispose of all the identified material in compliance with local,
state and federal laws and regulations. All material identified at the
site shall be removed. The removal of geologic and granular materials,
as well as concrete, asphalt, and soil debris shall result in no
residual of the removed materials remaining at the site at which it was
originally located. After the contractor has completed the cleanup of
each storage site, the Contracting Officer's Representative (COR) shall
be contacted to perform an inspection of that storage site before
moving the equipment to the next site. All work shall be done between
the hours of 8:00 a.m. and 4:00 p.m., weekdays, no work shall be done
on weekends or holidays. Equipment must be able to lift geologic
material weighing up to 8-10 tons. All services shall be performed for
a fixed price, and completed within 45 days after award. Award will be
made to the lowest responsive and responsible offeror based upon the
fixed price quoted. Within 4 days After award of the contract, the
contractor shall submit a Disposal/Recycling Plan describing where the
geologic, granular and debris related materials are to be taken for
disposal or recycling. Speculative accumulation of the materials for
future recycling is not acceptable. If there is no immediate recycling
market for a material it must be disposed of in accordance with all
applicable Federal, state, and local regulations. The contractor shall
not begin work prior to the COR approval of the disposal/recycling
plan. Two rejections of the plan shall be cause for government
termination of the contract by default. The plan shall identify the
name, address, and telephone number of each disposal/recycling
facility, as well as the name of a point of contact at each facility.
The type of material to be taken to each facility shall be identified.
Once the plan is approved, the contractor may not deviated from it
without written approval from the COR. The contractor shall submit
weight tickets and billing receipts from each disposal/recycling
facility which receives material removed from the three TCRC
properties. The weight tickets and billing receipts shall have the
name, address, and telephone number of the scale and/or
disposal/recycling facility as well as the printed name and signature
of the individual at the disposal/recycling facility who accepted the
materials. The type of material accepted by the disposal/recycling
facility shall also be identified on the billing receipt. Weight
tickets and billing receipts shall be submitted to the COR within 24
hours of the delivery of materials to each disposal/recycling facility.
Prospective quoters are STRONGLY URGED AND EXPECTED to do an on-site
inspection of all three sites to view the materials and inspect the
sites to satisfy themselves regarding all general and local conditions
that may affect the cost of performance. IN NO EVENT SHALL THE FAILURE
TO INSPECT THE SITE CONSTITUTE GROUNDS FOR A CLAIM AFTER AWARD. The
date for the inspection has been set as 8:00 A.M. ON JUNE 4, 1997.
Prospective offerors should come to one of the two main conference
rooms located in Building #1 of the Main Campus of the former U.S.
Bureau of Mines, Twin Cities Research Center, 5629 Minnehaha Avenue,
South, Minneapolis, Minnesota. The center is located just NE of the
intersection of County #62 and Minnesota High #55. Parking is limited
so offerors shall use the back lot. Offerors must check in at the guard
desk and get a visitor badge for the duration of their stay on the

stationary and shall include a completed copy of the provision at
52.212-3, Offeror Representations and Certifications-Commercial Items
with their quote. The Service Contract Act applies under this
procurement, and wage determinations will be furnished as soon as they
are received. This is a non-restrictive procurement, and available for
all firms to submit a quote. Request for quotations must be received on
or before close of business on JUNE 12, 1997. Quotations sent via the
US Postal Service should be mailed to the Bureau of Land Management,
BC-660A, Building 50, Denver Federal Center, P.O. Box 25047, Denver, CO
80225-0047. All quotations not sent through the US will be considered
hand carried and direct delivered and must be placed in the depository
at the Bureau of Land Management, BC-660A, Building 50, Entrance S-4,
Denver Federal Center, Denver, CO 80225-0047. Direct delivery of
offers is only possible weekdays, excluding federal holidays, between
the hours of 8:00 am and 4:00 p.m. All responsible sources may submit
