Maintenance (I/M) programs are currently required in over 30 States.
All but a few of these programs measure the tailpipe emissions
concentrations of subject vehicles. Many of them also inspect for
evidence of emission control system tampering or misfueling. The U.S.
Environmental Protection Agency (EPA) has a regulatory responsibility
to audit these programs in each state for overall effectiveness and
conformance to EPA policy and State Implementation Plan (SIP)
commitments. To meet this responsibility, EPA is seeking contract
support services for the development of standardized audit criteria to
be followed by EPA personnel while conducting I/M program audits.
Application of these standardized criteria will help ensure that each
state or locality is effectively implementing and enforcing its I/M
program in a manner consistent with its SIP and the 1992 Inspection and
Maintenance Rule (CFR 40 Part 51), and will provide direction for
follow-up audits that include site visits, analysis of reported data,
review of amended procedures and other activities. Work under any
resulting contract will include the development of audit criteria which
address the requirements of the 1992 Final I/M Rule set forth in 40 CFR
Part 51. A firm-fixed-price contract is contemplated with an
anticipated contract performance period of 4 months. Past performance
and price will be the principal evaluation factors under this
acquisition. The solicitation will be available on or about June 11,

acquisition is a total small business set-aside. The SIC Code is 8999,
and the small business size standard is $5.0 million average annual
