Z -- THE POSTAL SERVICE IS PREQUALIFYING CONTRACTORS FOR A FIXED PRICE CONSTRUCTION CONTRACT FOR THE REPLACEMENT OF HVAC SYSTEMS AT THE WM F. BOLGER CENTER FOR LEADERSHIP DEVELOPMENT, 9600 NEWBRIDGE DRIVE, POTOMAC, MD 20858-4321 SOL 671820-97-A-0026 DUE 062797 POC Facilities Contract Specialist, Jim Allen (202) 268-3932 The US Postal Service is requesting Qualification statements and proposals for the replacement of existing HVAC systems at the Wm. F. Bolger Center For Leadership Development in Potomac, Md. The work includes removal/replacement of 3 existing chillers (2 each-450 ton centrifugal chillers, 1each-275 ton screw chiller, 2 each 450 ton cooling towers) and all related pumps, piping and motor controls in the Service and Academic buildings. Also included is the upgrade of chiller & boiler room ventilation to meet ASHRAE 15 standards. The USPS is seeking to prequalify contractors who demonstrate a successful level of technical ability and past performance for HVAC projects exceeding $500,000. The project will be competitively bid among the prequalified contractors only. The successful contractor will be awarded a firm fixed price construction contract for the project. To be considered contractors must have a minimum of five (5) years experience as a mechanical contractor dealing with similar projects and have completed a minimum of 5 comparable projects in the last seven (7) years. A comparable project is defined as Institutional HVAC system replacement or retrofit completed or ongoing. Minimum 200 ton capacity with a contract cost of $500,000 or more. One of the five projects must be for the installation of an A/C system (in a Physical plant) of at least 400 tons in size. Respondents must complete and return by the specified date parts A, B, & C of the Qualification Statement. The prequalification will be based on the technical qualification of the offerors. Only those entities that demonstrate that they not only satisfy the stated minimum experience level, but also possess adequate experience and qualifications to successfully accomplish the proposed project will be prequalified. Price proposals will be open for prequalified firms only. The Contracting Officer will award a contract to the firm that provides the best value to the USPS, that is, the firm that provides the best combination of technical, price and price related factors. The evaluation of the Qualification Statements will be based on the following criteria listed in order of importance. Part B -- Qualification: Experience, Past Performance, Organization Technical Capability, Responsibility Verification and Backlog. Part C Project Management: Project Management and Safety Program, Ranking of Part B will constitute 60% and Part C 40% of the overall evaluation of the Qualification Statements.
