currently has a requirement for 84mm ammunition in support of
Multi-Role Anti-Armor Anti-Personnel Weapons System (MAAWS). The
ammunition required under this effort must be fully compatible with
both the currently fielded RAAWS and MAAWS weapons. The types of
ammunition described below must provide armored vehicle denial and
penetration, earth and timber bunker incapacitation, and hardened
facility penetration. In addition, the ammunition must provide
personnel denial in open, defilade, or soft/wood frame structures and
soft target destruction. The rounds to be procured (including maximum
quantities) are: 84mm High Explosive Dual Purpose Round w/ Insensitive
Munition (HEDP 502 IM -- max quantity of 7,300); 84mm High Explosive
Round w/ Insensitive Munition (HE 441C IM -- max quantity of 7,250);
and Area Deterrent Munition (ADM -- max quantity of 7,400). All rounds
must be completely compatible with the Bofors M3 Carl Gustaf
recoilless rifle, a shoulder-fired lightweight, reusable, one-man
portable system. The rounds must be capable of being rigged for
airborne and submersible operations in accordance with existing service
procedures. The rounds must be sufficiently rigged to remain safe,
operational, and effective following exposure to the rigors normally
associated with military operations, including air delivery and salt
water submersion. Fully developed rounds are desired, developmental
effort not to exceed 24 months to delivery of production configuration
is acceptable. All rounds must meet U.S. safety and performance
requirements. TACOM-ARDEC intends to satisfy the requirement for the
above types and quantities of ammunition through a contract action with
Bofors, Karlskoga, Sweden. The rounds will be acquired in a basic
contract with four option years. TACOM-ARDEC contemplates this contract
action based on Other Than Full and Open Competition based on the
authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only
One Responsible Source, as the agency's minimum needs can only be
satisfied by the unique supplies available from Bofors. See Numbered
