slongbr@nswc.navy.mil. The Naval Surface Warfare Center, Dahlgren
Division Gun Weapons Systems Department is seeking sources capable of
producing a replacement system for the Shoulder Launched Multi-Purpose
Assault Weapon (SMAW) Mod 0. The improved SMAW must be a light, man
portable, fire and forget weapon. The weapon must be capable of
launching a variety of warheads with a high degree (>.8) of
reliability and accuracy. The improved SMAW must also demonstrate a
high degree of lethality against an appropriate array of targets. The
improved SMAW must be capable of destroying enemy bunkers,
fortifications, personnel and material -- such as vehicles (up to and
including lightly armored vehicles). The improved SMAW must be
especially adept at breaching the walls of buildings (wooden, brick,
and masonry) to afford forceable entry by assault personnel. The
improved SMAW must be light weight (<20 lbs desired), easily
handled, transported, and fired by infantrymen carrying appropriate
field combat loads. The improved SMAWmust be capable of being fired
from inside enclosures such as the rooms of buildings and bunkers
without harm to the gunner. Reduced launch signature, to help the
gunner avoid enemy detection after launch is desired. The improved SMAW
should increase the range of the current system to allow Marines to
employ the system at maximum standoff ranges, preferably outside of the
effective range of enemy small arms. An Initial Operational Capability
is anticipated in 2003. The system must be operable and maintainable
in all climatic conditions in which the Ground Combat Element (GCE) of
the Marine Air-Ground Task Force (MAGTF) operates. This includes
darkness, dust, smoke, battlefield obscurants, and extreme heat, cold,
and high humidity. Interested and Capable companies are requested to
submit a white paper, which outlines concepts to meet the above
requirements, along with a rough order of magnitude (ROM) cost, and
schedule for completion of the PIP. The ROM cost will be utilized by
the USMC as a basis for theFY00 POM cycle. Proprietary technical
approaches may be set forth in the white papers, but the ROM cost may
be utilized by the USMC as a basis for the FY00 POM cycle. White
