replacement for the Emergency Escape Breathing Device (EEBD). The NSN
assigned is 1H 4210-01-439-5937. A further description of the item,
including estimated quantity, the commercial item description and the
factors for award can be found in the solicitation. A copy of the RFP
is posted on the NAVICP EEBD Homepage at the address listed below. The
Homepage also contains background information for this solicitation,
including price history on the old EEBD and Questions and Answers from
an Industry Briefing held in February 1997. A firm fixed price
indefinited quantity contract with one base year and four one year
options will result from this solicitation. A Pre-Proposal Conference
will be held at the Radison Penn Harris Hotel and Conference Center,
Camp Hill PA, (717) 763-7117, at 10:00 am on 04 June 1997. All
potential offerors are encouraged to attend and shall contact the
Contract Specialist to reserve seating. Written questions on the
solicitation shall be submitted to the Contract Specialist by C.O.B. on
02 June 1997. The Government intends to accept the proposal that
provides the Best Overall Value to Government. Award will be based on
a tradeoff of the factors and subfactors found in Section M of the RFP.
The Navy requires that the contractor receiving the contract resulting
from this solicitation to utilize Direct Vendor Delivery (DVD) as
described in Section H and M of the RFP. All potential offerors are
advised that a non-government individual will be on the Technical
Evaluation Board (TEB). Mr. John Hillaert of MPR Associates of
Arlington, VA will be a member of the TEB. All offerors must include a
written release consenting to the use of non-government personnel as
