This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provision at 52.212-12, Evaluation-Commerical Items applies. The Government will award a contract resulting from this solicitation to the responsible offor whose offer conforming to the solicitation will be most advantageous to the Government in terms of price, technical capability of the items, and past-performance of the contractor.
