99 -- WINDOW FILM SOL IFB -- 7110 DUE 071597 POC Bruce J. Lavonis, Contract Specialist, (202) 324-0560. The Federal Bureau of Investigation (FBI) has a requirement to acquire window film for the J. Edgar Hoover JEH FBI Building, and the option to acquire additional film for individual field offices on an as-needed basis. The JEH FBI Building has approximately 88,000 square feet of windows on the exterior of the building. The FBI plans to coat the exterior windows with a security film and secure the window film to the window frame to retain shards. The film shall be an optically clear or tinted base. The contractor shall provide all plant, labor, materials, and equipment to install the window film as set forth in the solicitation. The security window film shall be manufactured from single or laminated layers of optically clear or tinted polyester or polyethylene terephthalare that may be from a minimum of two (2) to a maximum of fourteen (14) mils of thickness, being dependent on window height above the ground, ANSI and CPSC independent lab test results. The film shall have an abrasion and scratch resistant coating on the surface that is not treated with the adhesive. The adhesive shall be pressure sensitive, optically clear, and weatherable. The contractor has 150 calendar days from notice to proceed to install the window film for Task No. 1 (JEH FBI Building). The contractor shall be required to submit its past performance and experience data on this type of installation. The contractor and all personnel working on this project shall be required to undergo a security background check, the scope of which will be determined by the FBI. A warranty shall be required for a period of seven (7) years from the date of acceptance. The contractor shall comply to all security requirements as stated in the solicitation. The FBI anticipates awarding a firm-fixed price Indefinite Delivery, Indefinite Quantity (IDIQ) type contract as a result of this solicitation. This contract term is for one (1) year with the option for an additional four one year options, for a total duration of sixty (60) months.
