The sole source acquisition to obtain additional technical assistance support to grantees is justified under 41 U.S.C.253(c)(i), only one responsible source to satisfy agency requirements. No solicitation document exists. The Substance Abuse and Mental Health Services Administration has determined that Policy Research Associates, Inc., is the only source capable of providing the additional services because they are inextricably intertwined with the ongoing project.
