Agency (USIA) has a requirement for r online news and legislative
information service to meet its reference and research needs both in
Washington, DC and approximately 120 USIA/USIS offices abroad. Reliable
access to the above must be available via both the Internet and direct
dial up through a modem. At a minimum, the vendor must demonstrate the
following capabilities and be able to provide the following services:
1. A current capability to provide reliable, same day, 24 hour, online
access to (a) transcripts, with Questions and Answers(Q&As), of
speeches, news briefings, and TV/radio news interviews and interview
programs (including those held at USIA's Foreign Press Centers and
National Press Club) by key Congressional, Executive, and Judicial
branch personnel. (b) transcripts of Congressional hearings, with Q&As.
(c) full text of either the Washington Post or the New York Times. 2.
A current capability to provide reliable, same day, 24 hour, online
access to a va riety of resources including (a) full text of
legislative bills and resolutions (b) tracking of current and past
legislation, including legislative histories (c) analysis of bills (d)
public laws (e) U.S. Code (f) Congressional reports and schedules (g)
the Congressional Record (h) biographies and voting records of members
of Congress (i) the Code of Federal Regulations (j) the Federal
Register (k) texts of Executive Orders. 3. Appropriate training should
be made available by the ve ndor to USIA users both in Washington DC
