services for which the Government intends to solicit and negotiate with
only one source using the Simplified Acquisition Procedures of FAR Part
13.The purpose of this announcement is obtain professional editorial
and graphic support in the review and development of various products
that will be used to communicated to the public about: (1)
Community-Based Environmental Protection (CBEP), an integrated approach
that changes how business is done at the Agency with an increased focus
on places and environmental issues encountered in those places; and (2)
the Office of Sustainable Ecosystems and Communities (OSEC), which was
created to foster and promote CBEP within and outside the Agency. Work
for the tasks below shall be initiated through technical directives.
Task 1. Create OSEC Design for Public-Ready Documents and Tools The
term design here means a graphic header to be used on OSEC public
documents in which ever format (e.g., spacing, font, style, etc.) is
created for thevarious documents produced. Task 2. Edit, Format and
Produce Fact Sheets for Specified OSEC Work Areas and Projects: Task 3.
Edit, Format and Produce and OSEC Outreach Prospectus: Task 4. Edit,
Format and Produce and OSEC Outreach Brochure: Task 5. Edit, Format,
and Produce Issue Papers for Specified OSEC Subject Areas: This task
includes two efforts: (1) Using OSEC input and comment and the design
developed in Task 1 of this statement, the contractor shall produce a
general format/template with user instructions for the production of
existing and future issue papers. (2)The contractor shall edit and
produce specific issue papers written by OSEC staff and provided in
draft form. Task 6. Edit, Format, and Produce Technical Reports and
Handbooks: This task includes two efforts: (1) Using OSEC input and
comment and the design developed in Task 1 of this statement, the
contractor shall produce a general formats/templates with user
instructions for the production of existing and future technicalreports
and handbooks. (2)The contractor shall edit and produce specific
technical reports and handbooks written by OSEC staff and provided in
draft form. Task 7. Edit, Design and Produce External Briefing Package
