Contracting Officer The Department of Education's (ED) Office of
Educational Research and Improvement (OERI) has a requirement for an
eligible 8(a) firm, to maintain the Department's website. The
contractor will be responsible for the following tasks: 1) document
preparation; 2) information application development and maintenance;
3)discussion and collaboration application development and maintenance;
4) system evaluation, performance monitoring and continuous
improvement; 5)training; 6) technical support; 7)interface and
coordination;8)security; and 9)reporting. OERI has served as the
Department's gateway to the Internet and has been responsible for the
INet infrastructure(equipment and Internet connection) as well as
website content and maintenance. Under the contract resulting from this
new procurement, the contractor will have primary responsibility for
the informational content and application software, its configuration,
and the development, implementation and monitoring of policies and
procedures for site management and quality assurance. Operational
control of the servers and network communications will be transferred
to ED's infrastructure support contractor (under ED's Office of the
Chief Financial Officer (OCIO) in the summer or fall of 1997 in order
to better integrate Internet operations with ED's LAN, internal e-mail,
network management, server operations and security scheme. ED's
infrastructure support contractor will have operational responsibility
for the computers and infrastructure on which the new contract will be
performed. The two contractors will work closely with each other.
Contract duration is 12 months, with four option periods of 12 months
each. The procurement is open to 8(a) business concerns under SIC code
7379. The RFP will be issued on or about June 11, 1997. It is
anticipated that the closing date for receipt of proposals will be on
or around July 11, 1997. Requests for copies of the RFP may be made by
