It is intended to award this contract to Cubic Defense Systems, San Diego, CA on a sole source basis -- This service is part of a research proposal that was competitively selected by Dr. John Lyons, ARL Director as part of his research initiative at ARL. Dr. Kesh Bakhru of Cubic Defense Systems was named as a collaborator in this research proposal. Furthermore, Cubic is already in the process of crating a MATLAB program to simulate the maximum algorithm, thereby saving money for the government.
