NASA Goddard Space Flight Center (hereinafter referred to as GSFC) proposes a sole-source extension to the current contract NAS5-32028 with National Health Services, Inc. of New York who currently provides comprehensive occupational medicine, industrial hygiene, and radiation protection services for GSFC in Maryland, Wallops Flight Facility (WFF) in Virginia, and Goddard Institute for Space Studies (GISS) in New York. The contract with National Health Services, Inc. started on July 1, 1992, and is going to expire on June 30, 1997. Therefore, a contract extension is necessary for one three-month basic period from July 1, 1997, through September 30, 1997, and three additional one-month options. National Health Services, Inc. is the only source capable of providing these services, because GSFC, WFF and GISS cannot experience a lapse in the services due to, but not limited to, the following: 1. The Nuclear Regulatory Commission licensing requirements call for continuous radiation monitoring support for the over 1500 sources that are used for scientific research, otherwise the work cannot proceed. 2. Mission medical services are required for other than normal work hours to support a rocket launch and other launch activities where emergency personnel are on a stand-by status. 3. Medical monitoring and surveillance for employees in hazardous job categories is necessary to allow day-to-day operations to continue. 4. Foreign travel immunization is necessary to support critical foreign travel requirements. 5. The employee assistance program provides confidential assistance to employees which is on-going and cannot be terminated without affecting employees health and welfare. Therefore, no other contractor could perform these requirements without prior extensive on-the-job training. The statutory authority for this sole-source action is 10 U.S.C. 2304(c)(1), Only One Responsible Source. However, companies that believe they can provide these services for this extension period without any detrimental impact to GSFC, WFF, or GISS should fully identify their interest and capabilities within 15 days from publication on the NAIS (or Commerce Business Daily if over $500K). Such capabilities will be used solely for the purpose of determining whether or not to conduct this contract extension on a competitive basis. Responses received after 15 days without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. A five-year follow-on contract is currently being competed for these services using full and open competition procedures and was advertised on NAIS and in Commerce Business Daily (CBD) on April 9, 1997.
