904-283-8661 Award of an indefinite delivery, indefinite quantity
(IDIQ) contract to an eligible 8(a) firm is anticipated to provide HQ
Air Force Civil Engineer Support Agency (AFCESA), other field operating
agencies, major commands, Air Force installations, and other Government
agencies with engineering and technical support which includes program
and project technical tasks in any engineering, facility,
infrastructure or related technical areas by performing studies and
analyses, drafting and publishing technical reports and guidebooks,
developing support programs to include training and operational
procedures, and providing technical support to the field. In general,
delivery orders (DOs) include state-of-the-art and established
technical and engineering requirements and necessary scientific support
services. Primary services and tasks include, but are not limited to,
the following: conceptual studies and analyses; engineering analyses;
infrastructure evaluations; life-cycle cost analyses; economic
analyses; cost estimates; parametric models; instructions, manuals,
handbooks, and design/maintenance/operational criteria; performance
specifications; planning documents; reviews of engineering policy,
guidance, regulations, and laws; statements of work (specific and
model); statistical analyses; studies; surveys; course development;
training programs; equipment assessment and evaluation; technology
assessment; information collection, analysis and dissemination; value
engineering tasks, outsourcing and privatization; automation; and
business practices. Work includes, but is not limited to the following
areas: horizontal and vertical construction, renovation, restoration,
operation, maintenance, disposal, and reclamation; standards,
criteria, and procedures in facility engineering disciplines;
refrigeration management; seismic analyses and criteria for seismic
rehabilitation of existing buildings; infrared (IR) scanning;
electrical studies (distribution, load, flow); central heating studies
(distribution, load, flow); water and waste water (W/WW) services
(studies, analyses and interim plant operations); water leak detection;
systems (re)commissioning (heating/ventilation/air conditioning [HVAC],
power plant, fire detection and suppression and W/WW systems);
industrial water treatment (IWT) ; protective coatings; cathodic
protection; computer aided drafting and design/geographic information
systems (CADD/GIS); energy audits; infiltration/in-flow studies;
roofing; indoor air quality analyses; pavement analyses and inspection;
fire engineering and life safety studies (including: hazard
identification, risk analyses and modeling, and
loss/mitigation/prevention planning); maintenance engineering systems
reviews and studies; reliability-centered maintenance analyses; cost vs
reliability modeling; pest management; solid waste management, base
realignment and closure (BRAC) maintenance; automation systems
(buildings/plants/"intelligent building systems"); fire and disaster
recovery for computer systems, data, and critical records; petroleum,
oil, and lubricants (POL) systems (pumping, tanks, piping, etc.) and
other facility and infrastructure related issues. Contract award will
be for a basic year with four one-year options. The estimated
cumulative amount of the contract will not exceed $5 million with an
anticipated minimum guarantee of $10,000.00. Selection of the firm
shall be based on demonstrated competence and qualifications necessary
for the satisfactory performance of the types of professional services
described above. Anticipated evaluation factors include, (1)
Specialized experience and performance in the technical and engineering
areas; (2) Personnel qualifications and specialized experience in the
technical and engineering areas; (3) Capacity of the firm to perform
the work in the time required; (4) Past performance history on both DOD
and other contracts in terms of quality of work, cost control, and
compliance with performance schedules; (5) Geographic proximity to
Panama City, FL; and (6) Price. All eligible 8(a) firms having the
