(719)333-2965 The USAF Academy, CO has a requirement for lodging and
meals for the Falcon Football team when they play the United States
Navy at Annapolis MD. The contractor shall provide lodging and meals as
needed for the team, staff, and family members who travel with them.
This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in FAR subpart 12.6, as
supplemented, with the additional information included in this notice.
This announcement constitutes the only solicitation; proposals are
being requested and a written solicitation will not be issued. This
procurement is issued as a Request for Quotation (RFQ) solicitation
Number F0561197T4869. The lodging and meals will be required during the
period 7 October 1997 through 11 October 1997. Check-in shall be on 7
October 1997 with checkout on 12 October 1997. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-46. This is a Nonappropriated
FundsInstrumentality (NAFI) funded requirement. No tax dollars or
appropriated funds are involved. AF Form 2210 -- NAF Provisions and
Clauses is also incorporated by reference. The proposed purchase order
listed here is unrestricted. Provide lodging and meals for the US Air
Force Academy football team and staff for the football game with the
United States Navy at Annapolis MD. Location must be convenient to both
Annapolis and Andrews Air Force Base. Proposals offered in response to
this RFQ shall be in the following format with the price per
room/meal: 0001 The estimated requirements for rooms with one bed shall
be as follows: 7 Oct 97 (1 room); 8 Oct 97 (1 room); 9 Oct 97 (40
rooms); 10 Oct 97 (40 rooms); 11 Oct 97 (1 room). Cribs may be required
in some rooms; 0002 The estimated requirements for rooms with two beds
shall be as follows: 8 Oct 97 (4 rooms); 9 Oct 97 (60 rooms); 10 Oct
97 (60 rooms); 11 Oct 97 (4 rooms). The number of rooms indicated are
approximate and will be firmed up thirty days prior to arrival. The
estimated requirement for meals shall be as follows: 0003 10 Oct 97 --
breakfast buffet (95 each); 0004 10 Oct 97 -- dinner buffet (95 each);
0005 11 Oct 97 -- pre-game buffet (105 each). The menu selections for
all meals shall be appropriate for a football team (i.e. portions and
menu items) and must be submitted to the US Air Force Academy Athletic
Department for approval thirty days prior to arrival. 0006 Sodas (soft
drinks shall be provided as follows: 9 Oct 97 at check-in
(approximately 96 each); 10 Oct 97 at 9:00 PM (approximately 84 each).
0007 Banquet rooms will be required prior to the game and shall be
large enough to accommodate the entire team and staff consisting of
approximately 95 people at one sitting. 0008 Meeting rooms shall have
audio/video equipment with a screen large enough for the entire team
and staff consisting of approximately 90 people to be able to see it
clearly. 0009 Gratuities and/or services charges shall be indicated
separately. The provision at 52.212-1, Instruction to offerors --
Commercial Items (Oct 95), applies to this acquisition and no addenda
applies. The provision at FAR 52.212-2, Evaluation -- Commercial Items
(Oct 95) applies to this acquisition. Evaluation factors include: Is
your location convenient to both Andrews Air Force Base and Annapolis?
Do the meals you offer meet the approval of the US Air Force Academy
Athletic Department? Do you have sufficient numbers of one and two-bed
rooms available within a single building location? Are your private
dining and meeting rooms of a sufficient size to meet our requirements
as outlined in this solicitation (See 0007 and 0008). What type of
audio-video equipment do you offer and what size is the screen?
Offerors who fail to meet the technical requirements as set forth above
may be considered nonresponsive to the Request For Quote. The above
items will be graded using the following criteria: (1) Does not meet
the standard (-), (2) Meets the standard (0), (3) Exceeds the standard
(+). The offeror who has the best combination of (+) and (0) signs on
the evaluation criteria scoring and is considered to be most
advantageous including price to the Government will be considered the
apparent awardee. FAR 52.212-4, Contract Terms and Conditions --
Commercial Items, is incorporated by reference and applies to this
acquisition. FAR 52.212-5, Contract Terms and Conditions Required to
Implement Statues of Executive Orders -- Commercial Items (Aug 96), is
incorporated by reference; however, for paragraph (c) only the
following additional FAR cited in the clause are checked and applicable
to this solicitation: numbers 1 and 4. Offers shall be received at

Academy, CO 80840 until 3:00 P.M. Mountain Standard Time 30 MAY 97.
